What does an "ageing population" mean in geography?
An ageing population is one in which the proportion of older people (typically defined as those aged 65 or over) is increasing relative to the total population. This is different from simply having a large number of old people — it is about the structure of the population, which geographers visualise using population pyramids.
In an ageing population, the pyramid narrows at the base (fewer young people being born) and widens higher up (more people living to old age). This shape has profound consequences for the economy, healthcare, social care and public spending.
The key measure used to assess the economic implications is the old-age dependency ratio: the number of people aged 65+ as a proportion of the working-age population (typically 15–64). A higher ratio means fewer workers supporting more retirees.

The contrast between HICs and LICs is stark. Ageing populations are primarily a high-income country phenomenon — though some middle-income countries (China, Brazil) are beginning to experience similar trends.
What causes populations to age?
Two interconnected demographic changes drive population ageing. Understanding both is essential for a complete geographical explanation.
Falling birth rates: The most fundamental driver. As women gain access to education, employment and contraception, and as the economic cost of raising children rises, birth rates fall. The total fertility rate (TFR) — the average number of children a woman is expected to have — needs to be around 2.1 to maintain population size (the "replacement level"). In Japan it is approximately 1.2; in the UK approximately 1.5; in Germany approximately 1.5.
When fewer children are born, the base of the population pyramid narrows. Over time, the relative proportion of older people grows — even without any change in life expectancy.
Rising life expectancy: Improvements in nutrition, sanitation, medical technology and living standards have dramatically extended how long people live. UK life expectancy was approximately 50 years in 1900; it is now around 81 years. People are surviving diseases and conditions that would previously have been fatal in middle age, and many are living into their 80s, 90s and beyond.
These two trends work together: fewer children entering the population pyramid at the base, and more people surviving to old age at the top. The result is a structural shift in the population's age distribution.
What is the demographic transition model and where do ageing populations fit?
The Demographic Transition Model (DTM) describes how birth rates and death rates change as countries develop economically. It has four or five stages:
- Stage 1: High birth rate + high death rate = stable, small population (pre-industrial)
- Stage 2: High birth rate + falling death rate = rapid population growth (early development)
- Stage 3: Falling birth rate + low death rate = slower population growth (industrialisation)
- Stage 4: Low birth rate + low death rate = stable population (post-industrial HICs)
- Stage 5 (some models): Birth rate falls below death rate = natural population decline (some European countries, Japan)
Ageing populations are a feature of Stages 4 and 5. Japan is often cited as the first country to enter Stage 5 decisively — its population is now in natural decline (more deaths than births per year), partially offset by international immigration.
What are the social and economic consequences of an ageing population?

Social consequences:
- Greater demand for healthcare and social care services — older people visit GPs more frequently, require more hospital care, and are more likely to need long-term care in care homes or from family carers

- Changing social norms around retirement — the traditional expectation of retiring at 65 is under pressure
- Loneliness and social isolation among the elderly is a growing public health concern
Economic consequences:
- Pension pressure: If fewer workers are supporting more pensioners, either pensions must be cut, contributions must rise, or the retirement age must increase. The UK government has repeatedly raised the state pension age in response.
- Labour shortages: With fewer young people entering the workforce, labour-intensive sectors (healthcare, construction, hospitality) face chronic shortages.
- Increased public spending: Healthcare, social care and pension costs rise, placing pressure on government budgets. In the UK, NHS spending on the over-65s is roughly four times the per-capita spending on younger adults.
- Reduced economic dynamism: Some economists argue that ageing societies tend to be more risk-averse and less innovative, though evidence for this is contested.
How have different countries responded?
No single response has been sufficient — most countries use a combination of policies.
Japan — the world's most aged society:
- Robotics and automation: Japan has invested heavily in robots for manufacturing and care homes, compensating for labour shortages
- Immigration (limited): Japan has historically resisted large-scale immigration. Recent policy changes have allowed more temporary workers, but Japan remains one of the least immigration-dependent developed nations
- Encouraging women to work: "Abenomics" (policies under PM Abe) included expanding childcare to enable more women to remain employed
- Raising the retirement age and encouraging delayed retirement
United Kingdom:
- Raising the state pension age: The UK state pension age is rising from 65 to 67 (by 2028) and 68 (planned for the 2040s), directly reducing the pension burden
- Immigration: The UK has used immigration to supplement the working-age population. EU freedom of movement (pre-Brexit) and subsequent points-based systems have maintained labour supply in key sectors
- Automatic enrolment in workplace pensions: Requiring employers to enrol employees in pension schemes increases private saving for retirement, reducing long-term state pension costs
- Promoting healthy ageing: Investment in preventive healthcare aims to extend the number of years people are healthy and able to work (the "healthy life expectancy" rather than total life expectancy)
How does population ageing link to migration?
Migration is geographically significant because it can partially counteract the effects of ageing populations. Young migrants of working age pay taxes, staff services and contribute to the working-age population. Countries like Canada, Australia and (before Brexit) the UK used immigration actively as a demographic management tool.
However, immigration has limits as a long-term solution to ageing:
- Migrants also age — the ageing problem is deferred, not solved
- Large-scale immigration can generate social tension and political resistance
- Source countries (often LICs or NEEs) may lose the young, educated workers they need for their own development — the so-called "brain drain"
