The digital divide is the gap between people who can use digital technology effectively and those who cannot. It is not only about owning a device — it also covers reliable internet access, the confidence to use it, and whether the services people need are usable in the first place.
The three parts of the divide
It helps to think of the divide as having three separate layers, because a person can be on the wrong side of any one of them.
1. Access. Does someone have a device and an internet connection at all? A household might share a single phone between four people, or live somewhere with no fast broadband available at any price.
2. Skills. Can they use it confidently? Someone may own a laptop but never have been taught to fill in an online form, spot a scam email, or find a trustworthy source.
3. Usefulness. Is the technology designed for them? A website that only works well on a large screen excludes anyone using a phone. A service with no accessibility features excludes people with visual or motor impairments.
An exam or classroom answer that mentions all three is much stronger than one that only says "some people cannot afford a computer".
Who is most affected?
The divide follows existing patterns of disadvantage rather than falling randomly.
- Household income. Devices, broadband and mobile data all cost money. Where budgets are tight, connectivity competes with food and heating.
- Where you live. Rural and remote areas often have slower broadband and patchier mobile coverage than cities, because the cost of laying cable per household is far higher.
- Age. Older people are less likely to have grown up with the technology and may have had no workplace training in it.
- Disability. Poorly designed sites and apps can be difficult or impossible to use with a screen reader or without a mouse.
- Country. Globally, the gap between well-connected and poorly connected nations is far wider than any gap within the UK.
Why does it matter?
Because so much of ordinary life has moved online, being on the wrong side of the divide has real consequences.
For schoolwork. Homework set online, revision resources, research and coursework all assume a device and a connection. A student sharing one phone with siblings, or working over a slow connection, is at a straightforward disadvantage that has nothing to do with ability or effort.
For money. Many of the cheapest deals — energy tariffs, insurance, travel — are online only. People without access often pay more for the same things, sometimes called the poverty premium.
For work. Job adverts, applications and increasingly the work itself are digital. Limited digital skills close off whole categories of employment.
For services. Booking appointments, applying for benefits, renewing documents and contacting councils are frequently digital-first, with phone lines reduced or removed.
For participation. News, community groups, campaigns and local information increasingly live online. Being offline can mean being out of the conversation.

Two things are worth noticing. First, the divide shifts as technology changes: a household that was well equipped for basic browsing may be poorly equipped for high-definition video lessons. Second, it narrows and widens — mobile phones have brought many people online who never had a home computer, while new services that assume constant fast connectivity can push others back out.
That is why the topic keeps appearing in computing courses. It is not a historical problem that has been solved; it moves as the technology does.
How to write about it well
If you are asked to discuss the digital divide:
- Define it precisely — the gap in access to and effective use of digital technology.
- Name the groups affected and say why each one is affected, rather than just listing them.
- Give concrete consequences — a specific example such as online-only homework is worth more than "it makes life harder".
- Include at least one solution, and say what it does and does not fix.
- Avoid inventing statistics. Explaining a mechanism clearly is more convincing than a number you cannot support.

Is the digital divide only about not owning a computer?
No. Access to a device is only one layer. Someone may own a phone but have no reliable connection, or have a connection but lack the confidence to use online services safely, or have both but face websites that are unusable with the assistive technology they rely on. Solutions that address only device ownership tend to disappoint for exactly this reason — the other two layers are still in place.
Do smartphones solve the digital divide?
They have narrowed it considerably, because a smartphone is far cheaper than a computer and mobile networks reach places fixed broadband does not. But a phone is not a full substitute. Writing a long piece of coursework, using specialist software or filling in a complex form is much harder on a small touchscreen, and pay-as-you-go data can run out partway through a task. Is the digital divide getting better or worse?
Both, depending on what is measured. Basic connectivity has spread widely, so fewer people are entirely offline than a decade ago. At the same time, the standard of connection needed to participate fully keeps rising — services now assume video, large downloads and constant availability.
